They sell them at Walmart or any fitness store. You probably have to buy a small bar with free weights. Not sure that they make that size in one solid piece.
Look for sports stores in your area (yellowpages.com, yahoo yellowpages, msn yellow pages or your phone book). They all have them. you can also look on the local craig's list for cheaper used ones, or look for your own ecycle community where you can ask for them for free.There are really cool ones at Walmart/Meijer/kmart that adjust from 10 to 50 pounds with just a few clicks! My personal trainer has these and loves them.
It depends where you live. In Canada, Canadian Tire has arm weights. In the USA, you could try any store that sells sports/outdoor equipment.
Try Wal Marts, Target, Sears, AcademyI bought a set that allows me to just screw of the end and make it more or less weight....great for arms
Wal-mart has those bag wieghts you can put on with velcro
Or you could just carry around some canned goods or water bottles.
